Aviation Consultant
Afsar Malik is a prominent aviation consultant in Pakistan and CEO of Tailwind Aviation Pvt. Ltd., offering extensive consultancy services related to airline operations, licensing (AOC), aircraft acquisition, and regulatory compliance. His expertise is built on a long career that includes 14 years as an aviator in the Pakistan Air Force and Navy, followed by numerous senior roles within the Pakistan Civil Aviation Authority (CAA) from 1987 onwards, including Airport Manager for Islamabad and Karachi, GM of Economic Oversight, and 15 years as an Air Traffic Controller. He holds an MBA and a BSc in Aero Sciences, along with numerous professional aviation and management certifications.

With over 36 years of dedicated experience in the aviation sector, I have specialized in the development and delivery of regulatory training programs for the Pakistan Civil Aviation Authority (CAA) and airline industry professionals. My career has been marked by a strong commitment to aviation safety, compliance, and operational excellence.
As Pakistan’s National Continuous Monitoring Coordinator (NCMC), I played a pivotal role in supporting the State’s participation in ICAO’s Universal Safety Oversight Audit Programme (USOAP). I have successfully contributed to the execution of two ICAO external audits and two ICAO Coordinated Validation Missions (ICVMs), along with numerous safety assessments and aeronautical studies.
My experience extends to comprehensive support and regulation of aerodrome operations across all international and domestic airports, including various airstrips and heliports. I have been actively involved in implementing and overseeing compliance with ICAO Annex 14 (OLS) requirements.
Earlier in my career, I served as a licensed Air Traffic Controller, operating in Control Tower, Area Control Centre (ACC), ACC Radar, and Approach Radar environments, gaining hands-on experience in critical air navigation services.
